INVITATION FOR PROPOSALS
The Sunrise Recreation and Park District (SRPD) is seeking an experienced professional contractor to provide services for the replacement of Playground Engineered Wood Fiber within Sunrise Recreation and Park District’s Parks.

SRPD reserves the right to reject any or all proposals, to waive any technicalities, informalities, and irregularities, to accept or reject all or any part of the proposal, and to be the sole judge of suitability on the proposal offer.
PROJECT BACKGROUND
The Sunrise Recreation and Park District is responsible for providing park facilities and recreation services for a population of approximately 171,000 in the City of Citrus Heights and unincorporated communities of Antelope and Foothill Farms within a geographic area of 27 square miles in northern Sacramento County. The District currently administers 45 parks and open space sites including a 9-hole par-3 golf course, three community centers, a historic home, two aquatic facilities, neighborhood and community park sites, two dog parks and a skate park, totaling over 492 acres.
SCOPE OF WORK
This project consists generally of placing Playground Engineered Wood Fiber within Sunrise Recreation and Park District’s Parks. A contract will be awarded for a thirty-six (36) month period.
The unit price bid will include:
· Installation and clean up. Contractor to provide all supplies, materials, labor, labor supervision, tools, equipment, traffic control and transportation necessary to complete Project Services.
· Traffic control per the most current California MUTCD.
· Dust Control.
· Water Pollution Control.
· Contractor has a minimum of 300 feet of hose for blow in bark installation.
· Playground Engineered Wood Fiber. This will include the installation and clean-up of Playground Engineered Wood Fiber in various park playground areas.
· Playground Engineered Wood Fiber will be 100% Virgin Cedar-Blonde screened to 3/8”-3/4” in particle size.
· After bark installation, all “in ground control boxes” and plant materials shall be cleared of bark.
· Contractor will be responsible to clean off all walkways and surrounding areas after bark has been installed.
· Product shall be applied using a pneumatic application process. This process ensures a consistent depth of material while minimizing site interruption and clean-up.
· Product shall be placed at a depth of at least twelve (12) inches for a new installation (determined by a District representative).
· Product shall be topped off to a depth of at least twelve (12) inches necessary to re-establish appropriate depth of protective surfacing material (determined by a District representative).
· All depths will be to the satisfaction of a District representative.
· Each order will be a minimum of 25 cubic yards.
Playground Engineered Fiber will meet or exceed the requirements outlined in:
· ASTM–F1292 Specification for impact attenuation performance requirements for playground surfaces within the use of playground equipment.
· ASTM-F1951 Wheelchair accessibility test. Specification for determining accessibility of materials used under and around playground equipment.
· ASTM-F2075 Sieve Test Analysis, hazardous metals test, tramp metal test.
EXISTING CONDITIONS
The vendor, in undertaking the work under this contract, is to have visited the premises and to have taken into consideration all conditions which might affect the work. No consideration will be given to any claims based on lack of knowledge of existing conditions.
DEVIATIONS
Any deviations from the scope of work indicated herein must be submitted in writing to the project manager prior to the bid due date.
CHANGE ORDERS
Change orders will not be considered once the proposed bid has been accepted.
VALID CALIFORNIA CONTRACTOR’S LICENSE
Required at time of bid submission and valid through the length of the project.
PREVAILING WAGE
Pursuant to the California Labor Code Section 1720 and following
this is a prevailing wage project.
DIR REGISTRATION
All contractors and subcontractors must register with the DIR and meet DIR requirements before bidding on public works contracts in California.
SUBMITTALS
The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond issued by a corporate surety, acceptable to the Sunrise Recreation and Park District, for the ENGINEERED WOOD FIBER REPLACEMENT AT SUNRISE RECREATION & PARK DISTRICT’S PARKS. Each bond shall not be less than one hundred percent (100%) of that portion of the contract price.
Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract.

Addendums and answers to all questions will be posted on the District Website by 5:00 PM on Friday, August 9, 2024. It is the Contractor's responsibility to check the District Website (www.sunriseparks.com) for updates.
The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder.
