INVITATION FOR PROPOSALS
The Sunrise Recreation and Park District (SRPD) is seeking an experienced professional contractor to provide services for resurfacing the pickleball courts at Rusch Community Park.
Parties interested in this project are asked to submit one (1) copy of the proposal and separate cost proposal no later than 11:00am on May 2, 2025, to:

SRPD reserves the right to reject any or all proposals, to waive any technicalities, informalities, and irregularities, to accept or reject all or any part of the proposal, and to be the sole judge of suitability on the proposal offer.
PROJECT BACKGROUND
SRPD is seeking an experienced and professional company to provide the services for resurfacing the pickleball courts at Rusch Community Park. The 12 dedicated, fenced-in pickleball courts at Rusch Park need resurfacing, crack repair, and striping. The courts feature a concrete base with an asphalt overlay. Courts #4-6 and #10-12 were resurfaced in 2023, while courts #1-3 and #7-9 were resurfaced in 2022. Due to service quality and application issues, these surfaces have degraded prematurely.
SCOPE OF WORK
The scope of work, in general, includes the following tasks but not limited to:
1. Crack Repair: Fill all visible cracks in the court surface using Nova Bond crack filler material, ensuring a smooth, even surface.
2. Surface Preparation: Sand the entire court surface to ensure proper adhesion of subsequent coatings and eliminate any imperfections or rough areas.
3. Debris Removal: Thoroughly remove all dirt, debris, and any loose or deteriorated surface material to ensure a clean and stable foundation for new coatings.
4. Base Coating: Apply two (2) coats of high-quality acrylic base coating across the entire court surface, ensuring full coverage and preparation for the color layers.
5. Color Coating: Apply two (2) coats of acrylic court color coating, with sand added for texture, to the entire surface:
1. Two coats of "Stadium Blue" for the inner playing areas, providing both durability and proper traction.
2. Two coats of "Grass Green" for the surrounding areas, offering a distinct color separation between the playing surface and non-playing areas.
6. Court Layout and Striping: Layout and accurately stripe twelve (12) regulation-size pickleball courts, applying two coats of durable white paint to create the official court markings and boundaries.
7. Materials: All coatings and crack-filling products are required to be of the Nova Bond.
8. Labor Conditions: The project will be conducted in compliance with prevailing wage requirements, ensuring fair compensation for all workers involved.
EXISTING CONDITIONS
The vendor, in undertaking the work under this contract, is to have visited the premises and to have taken into consideration all conditions which might affect the work. No consideration will be given to any claims based on lack of knowledge of existing conditions. The mandatory Pre-Bid Walk date is scheduled for March 28, 2025, at
9:00am.
DEVIATIONS
Any deviations from the scope of work indicated herein must be submitted in writing to the project manager prior to the bid due date.
CHANGE ORDERS
Change orders will not be considered once the proposed bid has been accepted.
VALID CALIFORNIA CONTRACTOR’S LICENSE - Required at time of bid submission and valid through the length of the project.
PREVAILING WAGE - Pursuant to the California Labor Code Section 1720 and following this is a prevailing wage project.
DIR REGISTRATION - Contractors and subcontractors must register with the DIR and meet DIR requirements before bidding on public works contracts in California.
SUBMITTALS - The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond issued by a corporate surety, acceptable to the Sunrise Recreation and Park District, for the RUSCH COMMUNITY PARK PICKLEBALL COURT RESURFACING. Each bond shall not be less than one hundred percent (100%) of that portion of the contract price.
Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract.

Deadline for questions is 11:00am on Friday, April 11, 2025.
Addendums and answers to all questions will be posted on the District Website by 5:00 PM on Friday, April 18, 2025. It is the Contractor's responsibility to check the District Website (www.sunriseparks.com) for updates.
The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder.
